Upshur VINE Became IVSS

Texas IVSS-Counties replaced the former county VINE service on September 1, 2025. The Texas Office of the Attorney General says existing VINE registrations were moved into the new system. The current county portal is Texas IVSS-Counties, so instructions that send every user to a legacy VINELink page are out of date.

The state describes free, round-the-clock county notifications for booking, release, escape, death, transfer to TDCJ, and configured court events. County participation varies. Confirm that Upshur County appears in the live portal or through the operator before relying on coverage. A statewide brand does not prove every local feeder is active at all times.

TDCJ has a separate state-prison notification route. Federal Bureau of Prisons and immigration custody are outside the county IVSS search. The holding agency determines which system should be checked.

Search One Upshur Inmate

IVSS is a person-specific check, not a countywide release archive. Gather enough facts to reject a same-name match before opening a result. A booking number, full name, age or date information, facility, and cause number can help connect the portal entry to the right Upshur County event.

1. Open IVSS-Counties and select or search the applicable county.
2. Enter the person’s available name and booking identifiers.
3. Compare identity, age or date information, booking facts, and facility. Do not choose by name alone.
4. Open the matching record and read the status plus last-update wording exactly.
5. If no match appears, call the Upshur County Jail and request the book-in/out sheet rather than assuming release.

The portal itself warns that people no longer in custody may not appear in search results. That data behavior makes absence weak evidence. The Upshur County released-inmate lookup supplies the full Sheriff, court, TDCJ, BOP, and ICE path when the IVSS result is missing or unclear.

Upshur VINE Result Fields

Read an IVSS result as a report from a participating source, not as a certified jail record. The exact live fields can change. The matching task is to connect identity and custody facts, then preserve the status and update time shown by the portal.

A “released” event means the feeder reported that change. It does not show every field in the Upshur Sheriff book-out sheet, and it may not say whether another custodian received the person. Ask the jail for the release date, time, disposition, and receiving agency. Pair that response with the relevant court docket.

Note: Notification delivery time can differ from the jail’s release-processing time, so keep both timestamps and their labels.

Register Upshur Custody Alerts

A user can search without an account, while an account allows saved notification preferences. The research-date registration form requested residence, name, email and password, mobile or SMS information, telephone or TTY details, after-hours preference, and a security question. Use only the current form’s required fields.

1. Open the correctly matched person or event and choose notification registration, or create an IVSS account.
2. Enter the name, email, password, and security information requested by the live form.
3. Add the desired phone, text, email, or TTY contact channels.
4. Set any preferred-hours or after-hours choices that the portal offers.
5. Complete the confirmation process shown for each contact method, then save the registration.
6. If web registration is unavailable, call the 24-hour IVSS operator at 866-268-8959.

Do not duplicate a migrated VINE registration without checking first. Keeping contact details current matters because the service can only use the channels stored in the account. Alerts may concern release, booking, transfer, escape, death, or a participating court event, depending on the source and selected options.

Confirm Upshur VINE Alerts

IVSS warns that it is not an official record. Data comes from participating agencies, and delivery is not guaranteed as an emergency safeguard. Use a release notice as a signal to verify, not as the final document. Call the Upshur County Jail at 903-843-2541 and request the booking/release sheet for the relevant booking.

If the jail disposition says transfer to TDCJ, search the TDCJ offender system after intake. A state location or parole status is not an Upshur County jail release result. For a federal sentence, use the BOP locator. For an immigration transfer, use ICE’s locator and contact route. IVSS does not replace either federal system.

Upshur IVSS Registration Outage

The Texas transition created a local search issue that older VINELink instructions miss. On the research date, the IVSS registration page said account creation was temporarily unavailable and directed users to support. That made the operator route essential, not optional.

The IVSS registration page is the source for current account fields and any outage notice. Check it before giving contact details. If the message remains, call 866-268-8959. The operator is available around the clock under the state’s published notification information.

A successful search and a successful registration are separate tasks. The public search may return a record while web account creation is down. Save the person and booking facts, then ask the operator how to attach or confirm notification preferences.

Note: County participation must still be confirmed in the live search, even when the registration page itself is available.

Legacy Upshur VINE PIN

Older VINE help material used a four-digit telephone PIN. A registrant entered that PIN plus the pound key when receiving an automated call, and an unconfirmed call could repeat. That sequence belongs to the former service.

Current IVSS research showed no PIN instruction. Do not create a new four-digit PIN unless the live portal or operator specifically directs it. Existing migrated records may still lead users to old notes, so treat the PIN as historical context rather than a current step.

The same rule applies to undated screenshots. Use the live IVSS interface and state support route. A familiar VINELink logo does not establish which workflow Texas now uses.

Upshur Custody System Boundaries

An Upshur County arrest normally starts with the Sheriff and county court records. IVSS can add notification if Upshur participates. A state-prison sentence moves the search to TDCJ, which offers online, email, and telephone information for people in custody or on parole or mandatory supervision.

A transfer can cross those rows. Build the chain from Upshur book-out to receiving intake. That method shows whether the person returned to the community or remained confined under another authority.

Upshur Registry Is Narrow

The Texas DPS Sex Offender Registry is separate from IVSS. It applies only to people with a statutory registration duty. A record can show identity, a photograph, a reportable offense, and registration or address information where public.

The registry does not prove that a person left the Upshur County Jail on a given date. Absence from it does not prove that no custody history exists. Use it only when the registration category is relevant, and return to the Sheriff book-out sheet for the actual county release event.

IVSS and the registry serve different needs. One reports participating custody and court changes. The other covers a limited legal registration class. Neither replaces the originating jail or court record.

Public registry results can also change for reasons unrelated to a new jail release. Address reporting, classification, and record updates operate under separate rules. Keep a registry detail tied to its own purpose. The Sheriff and court still control proof of the Upshur booking and disposition.

Use Upshur Alerts Carefully

A custody notification supports planning, but it is not an emergency warning system or a guarantee of delivery. Contact channels can fail, a feeder can update late, and the event may be a transfer instead of a return to the community. Keep any personal safety plan independent of an alert. For urgent danger, use the proper emergency channel.

When an IVSS message arrives, write down its event label and time. Then call the reporting agency. For an Upshur County jail event, request the booking number, release time, disposition, and receiving agency. If staff can only give limited operational information, submit a focused written request for the book-in/out sheet.

A person can also return to custody after an earlier release. The research notes that a previously created notification may remain active if a person disappears from public results and may update after a later booking. That feature is useful, but the new jail or court record controls the current facts.

Do not cancel a migrated alert merely because a public search no longer shows the person. First ask the IVSS operator whether the registration remains active and whether contact details need an update.

Save support information outside the portal when appropriate. An outage can block account access at the moment a question arises. The operator can clarify registration status, while the originating agency can answer the custody question. Those roles should remain separate.
